All levels of government have a responsibility for emergency preparedness planning. Planning will reduce the vulnerability to injury and loss of life or property.
The Local Emergency Operations Plan (LEOP) (PDF) was prepared under the Federal Emergency Management Agency's Comprehensive Emergency Management concept which integrates all available emergency management resources so as to increase the level of emergency preparedness.
Pueblo County actively maintains a Hazard Mitigation Plan to reduce risks from natural disasters and comply with the Disaster Mitigation Act. This plan, developed in collaboration with local governments and organizations, identifies mitigation priorities and ensures efficient allocation of federal funding under the Robert T. Stafford Act. The 2024 Hazard Mitigation Plan update builds on previous efforts and outlines strategies Pueblo County will implement over the next five years to enhance community resilience.
